The UX for creating a new project needs improvement

Bug Details

I have to click to create a folder first before I can click 'Add Project'. But if I haven't created one yet, clicking 'Add Project' shows no notification telling me I need to create a folder first. The recommendation is: when the user clicks 'Add Project', automatically create a folder for them.
