The problem

Mô tả:
Hiện phải copy/cài skills vào từng project → dễ drift, update/rollback mệt.

Đề xuất:
- Cài skills 1 lần ở control-plane trung tâm.
- Mỗi project dùng manifest để chọn skill + version.
- Tự symlink vào project (không copy, không global).
- UI: Install once → Preview/Apply per project.

Lợi ích: Ít drift, update 1 chỗ, rollback nhanh, skill set riêng từng project.

Concept: Install once. Switch by manifest.
